Interview with Ben Barnes, Democrat, Speaker of the Texas House of Representatives (1964-1968), and Lieutenant Governor (1968-1972). Barnes shares his experiences and personal views as a member of the Sixtieth Legislature and he also discusses reapportionment, the "one-man, one-vote" decision of the U.S. Supreme Court, the state employee pay raise, state water planning, federal-state relations, and the revision of the Code of Criminal Procedures. Barnes comments on Governor John Connally, the changes in House rules, the industrial safety law, voter registration, the reform of liquor laws and parimutuel betting, revenue legislation, and the one-year versus two-year budget.
